The Rulings of the Speaker are
considered to be the highest legislative judgment in the
parliamentary procedures. The Rulings of the Speaker can
not be challenged in Court nor is there hardly any scope
for reviewing these Rulings. The Rulings of the Speaker in
the parliamentary procedure can only be compared with the
case law of judiciary.
As directed by the Hon'ble Speaker of
the Bangladesh Parliament, Mr. Humayun Rashid Chowdhury,
the Rulings of the Speakers of the National Assembly from
April 1973 to December 1999 have been compiled. We firmly
belief that this compilation will go a long way in the
exercise of parliamentary democracy.
Compilations of Speakers’ Rulings are
regularly brought out in the countries where Parliamentary
Democracy is practiced. This is for the first time that
Speakers’ Rulings have been compiled and published in
Bangladesh. We hope this compilation will help the Hon'ble
Members of the Parliament in deepening their knowledge of
the Parliament’s procedures.
